2014 EDIT: I got rid of the phonetic "Scottish" accent because OMG it was bad and bad and I AM SO SORRY SCOTLAND I WON'T DO IT AGAIN I PROMISE. Just y'all keep in mind he's got a Scottish accent. Do that in your heads. Thanks.

I'm going to start with critiquing story and writing, since that's really what I'm good at for the most part.
I like the one-sided conversation at the beginning. Normally in that situation, it's a touch harder to pull it off well, especially in order to easily convey what exactly's going on, yet you've pulled it off quite well. It's easy to understand what happened, and it's done in a believable way. As James gets introduced, I like him trying to speak Universal (and that you have a universal language. Not many people do, I've found), before Joyce nixes it. It makes for a lighter moment in the middle of this more serious comic. I quite enjoy the story so far, and find it quite interesting. The only thing I'd be curious about is how the Angel got him off of Galifrey, considering I thought nothing could get in or out the time lock, yet that's relatively minor. With Joyce's accent, it seems to be a touch wrong in places, yet I have a feeling that's simply because I've listened to different people speak and there's just that different small difference.
I love the artwork on this page, especially in the larger middle middle panel. One concern with it would be that you have rain spatters even on his back, where there probably wouldn't be much (if any) on his back, where the rain probably wouldn't hit due to the angle of how it's traveling.
I really enjoy these characters in the 'verse. There're very enjoyable, and I can't wait to see more of them.
